Outdoor Power Outlets in the US

Bit of a random question for the US members, but it intrigues me and one day i hope to van trip the states ...

Watching some videos on YT,Casey Neasit for example and he will pull up to a cafe and there will be a power socket on the outside on the building, so he will plug in and charge up his boosted board from the socket .... sometimes the outdoor power socket is just some random building that he will use down a side alley .... what gives here, nothing like this is Aus .... i mean you are using someones power for free

Other instances watching van dwelling vids, power sockets available at certain parks .. these are not camping grounds, but just a park you would visit for a day visit...

Is this normal in all states or locations or just certain areas ?

In the colder provinces of Canada they have electric outlets in the parking lot kerbs of supermarkets to stop your engine block freezing while you pick up your groceries!

Never came across them in July when we did our road trip. Maybe Wallmart do it. A lot of RV's camp in the Wallmart car parks and Wallmart provide wifi and some stores even have showers. Some of the casinos are the same.
USA has a very large RV population compard to us.

At the entrance to almost every state along major highways there is usually a government funded "rest station". Canada has a few of them, but not as elaborate as the USA. At the rest stop there is a BIG parking lot, flush toilets, the occasional shower and very often a travel store that offers free maps and information. Most often there are also power outlets. Very often you can get a free coffee and cookie to keep you awake and alert.

I never had to use them as I drove VWs.
Come back after 3weeks at Xmas in OZ, a metre of snow covering the car.
So clear enough to get the door open enough to get the ignition key in, fire up with the heaters full on and go and have a hot rum toddy.
30 minutes later - drive out.

Diesel trucks do not do well starting in the cold. We've just gone through a bloody cold spell where temperatures dropped to minus 40 in the north and central Canada.
