    Foreigners caught on camera posing as deaf people for Phuket ‘donations’

    A Phuket expat, who wanted to be named only as Ryan, posted a video on YouTube last night (December 30), which shows a foreign woman collecting donations from customers at the Swensen’s shop at Kata Beach.
    Another Phuket resident took a photograph of a foreign man doing the same thing at a bar/restaurant on Patong Beach around five days ago, and posted it on Facebook.

    Speaking with The Phuket News today, Ryan explained how he was inside the ice cream shop last night (December 30) when he saw the foreign girl enter. She was holding a sign, commonly used in Thailand by deaf beggars, saying she was deaf and asking them to buy Angry Birds keychains for B100 – or to make a donation.

    “I couldn’t believe a farang was doing this,” Ryan told The Phuket News.

    “I was rather shocked. Anyone who has been in Thailand for long will have seen blind people who sing, or deaf people who holding signs [and selling souvenirs]. But this is the first time I’ve seen a young, healthy-looking farang looking for donations.”

    He questioned the Swensen’s staff outside the shop and they told him there was a foreign man as well who would come in doing the same.

    One staff member told Ryan that she once heard the girl speaking on the phone in a Slavic language.

    Another man who did not want to be named said he took a photograph of a foreign man collecting donations at a bar/restaurant on Patong’s Beach Road last week.

    The man said he was sitting with friends when the foreigner entered, dropping small cards along with small toys/keychains on the table, before waiting for money. A small Russian flag was printed on the cards. He did not receive any donations.

    “The whole situation was kind of rude,” the man told The Phuket News.

    “When I took the photo he ran away. As a law-abiding citizen, I don’t think this is a good thing.

    “I don’t think he was deaf. I’ve been here 13 years – I think I can tell when a rip-off is happening.

    “I’ve never seen a foreigner do that, that’s why I took the photo, because I was a little bit shocked. It surprised me.”

    Thai law states that if the foreigners are collecting funds on behalf of a charity, the charity must be a licensed Thai foundation and the foreigner must have a work permit. If they are not with a registered Thai charity then they are begging, which is illegal.

    Two police officers at Karon Police Station told The Phuket News they had not received any reports or complaints about cases such as these. Pol Maj Urumporn Koondejsumrit, an inspector with the Tourist Police in Phuket Town, also said he had not received any reports about “deaf” foreigners soliciting donations. -

    Had one tall, lanky, eastern european looking guy about 25-30 run around PS2 restaurant on the north end of Ratuchit Rd in Patong about a week ago.
    Flashed the "deaf" card at each occupied table, left some toy on each one and scampered out. Returned about 5 mins later and ran around and collected all the toys and didn't get any donations.

    The poor waitresses were shocked and angry but he was off before they really started to say something to him.

    An obvious scam artist and looked like a part time occupation for him. Looked like a full time pick pocketer by his furtive movements.

    By the way, great food at PS2 and at 80 - 100B for very nice thai food and Euro dishes a bit dearer, and very pleasant staff.

    I found the Seduction ******s selling tickets to be more annoying than timeshare this last visit.

    He wasn't too happy when I didn't respond.

    We use to have the blind singer and assistant franchise Thais come into my mates bar out back of Patong.

    His Thai dog hated Thais and looked like it was gonna tear this guys foot off one time. He was singing away and every time the dog lunged at his foot snarling he would glance down and jump back and away from it a little 555

    Obviously not blind.

    Sorry, Should have said unrestricted membership of the EU which now finally includes rights to work and reside, which may make it easier to travel to other countries and ply your trade. And of course not all Romanians are master scammers and pickpockets. Just some of the best in the world happen to come from there. Well, the ones on the Barcelona underground are and do, apparently?

    England has had a lot of nice Romanians (and I am sure bad too) working here for the last ten years. They can now claim benefits like other European citizens... and have access to more jobs. Not just the jobs no one else wants.

    I tolerate and politely wave off Thai merchants, but if a Westerner tried to sell me anything over there he's getting his fucking head punched in. Go back home and get a job, c**t!

    I have no doubt that they will catch them soon enough. I hope they have a nice stay in the monkey house. Thailand is permissive enough with out these type of dbags running around.

    I would like to do the same, I hate pricks like that...I wonder how you'd go if you did give one of them a beating, would anyone come to the deadbeats aid? cops/public?
    I had a time share ****** try trip me over on Bangla one day on my way to beach, I was sober and would have smashed the **** out of him, But didnt because I wasn't shore who would be on his side.

    Plus his mates. There are some bad types amongst them and they are networked around the place so they'd track you down pretty quick.

    I had some on a bike want to pull over and punch on because i was ignoring them as they started their spiel riding beside me down beach road Patong.
